Unsurprisingly, it is designed and held in place by those occupying the top echelon of wealth in order that they may stay there. I was a little surprised to read that, according to one wealthy client:

Her answer was that no one talks about it in public but almost all understood and were unbelievably cynical, hoping to exit the system when they became rich enough.
